Fondazione ROMA REgeneration ETS invites participation in the international ideas competition entitled "A Vision for Rome," aimed at contributing to an organic growth perspective for the city through an integrated approach that enhances the vocations of the territory.
The objective is to obtain a vision of the Capital that is capable of responding to the needs of a community increasingly attentive to the themes of inclusivity, sustainability and liveability, enhancing the vocations of the different areas of the capital, while at the same time providing clarity to investors and economic bodies on where and how to operate in the territory, respecting a socio/economic/infrastructural coherence that enables sustainable development.
In the Foundation's vision, the city must be conceived as a community, always placing the person at its centre — their needs and the forecasts of how, from an anthropological, sociological and psychological perspective, they may evolve. The lifestyle and behaviour of citizens become the foundation on which to define the strategy for the evolution of a city, its form and its projection over time. The city's development strategy must increase liveability and accessibility for citizens, taking into account urban planning aspects but also providing for plans to enhance public green spaces, mobility infrastructure, transport, hospital and healthcare facilities, culture, entertainment, sport and education.
Fondazione ROMA REgeneration, through this competition, also intends to promote the revival of the city's international perception and its attractiveness for investment.
The purpose of this document is to provide professionals and all stakeholders who intend to respond to this Call a clear and complete framework of the procedures to follow in order to participate in the ideas competition (hereinafter also referred to as the "Call for Ideas").
This Call for Ideas aims to:
The Call for Ideas is addressed to professionals or groups of professionals (anthropologists and sociologists, psychologists, architects, urban planners, economists, engineers, doctors, agronomists, mobility experts and lawyers, with the support, in addition, of the widest and most diverse range of professional skills and their respective points of view), companies and start-ups, universities/departments, public and private research institutes, non-governmental organisations and associations.
An individual may hold the role of expert in more than one professional domain, based on their experience and the type of contribution they bring to the team.
To participate in the Call for Ideas, interested parties must declare that they have not been convicted or subject to a criminal decree, even if not final, for any of the following offences:
a) crimes, committed or attempted, under Articles 416 and 416-bis of the Penal Code (criminal association and mafia-type association), or crimes committed by exploiting those conditions or to facilitate such associations; crimes under Article 74 of the Consolidated Act on Narcotic Drugs (Presidential Decree 309/1990); Article 291-quater of the Customs Code (Presidential Decree 43/1973); and Article 452-quaterdieces of the Penal Code — as related to participation in a criminal organisation as defined in Article 2 of Council Framework Decision 2008/841/JHA of 24 October 2008;
b) crimes, committed or attempted, under Articles 317, 318, 319, 319-ter, 319-quater, 320, 321, 322, 322-bis, 346-bis, 353, 353-bis, 354, 355 and 356 of the Penal Code (corruption, extortion, fraud in public procurement, etc.) and Article 2635 of the Civil Code;
c) false corporate communications under Articles 2621 and 2622 of the Civil Code;
d) fraud within the meaning of Article 1 of the Convention on the Protection of the European Communities' Financial Interests of 26 July 1995;
e) crimes committed with terrorist aims, including international terrorism, and subversion of the constitutional order, or offences related to terrorist activities;
f) crimes under Articles 648-bis, 648-ter and 648-ter.1 of the Penal Code — money laundering and terrorism financing, as defined in Article 1 of Legislative Decree 109/2007;
g) exploitation of child labour and other forms of human trafficking as defined by Legislative Decree 24/2014;
h) any other crime from which, as an accessory penalty, the incapacity to contract with public administration derives.
A conviction or criminal decree is relevant if issued against: the economic operator (pursuant to Legislative Decree 231/2001); the owner or technical director of a sole trader; a managing partner or technical director of a general partnership; limited partners or technical director of a limited partnership; board members with legal representation (including general managers and attorneys); members of bodies with powers of direction, supervision, representation or control; the technical director or sole shareholder; or the de facto administrator.
Exclusion is not imposed where the offence has been decriminalised, where rehabilitation has taken place, where a perpetual accessory penalty has been declared extinguished pursuant to Article 179(7) of the Penal Code, where the offence has been declared extinguished after conviction, or in the case of revocation of the conviction.
Failure to meet the general requirements results in exclusion from the competition.
In addition, the following may not participate, under penalty of exclusion:
Participation in any capacity by a member of more than one team simultaneously results in the exclusion from the competition of all teams of which that person is simultaneously a member.
Applications and proposals submitted beyond the deadlines, or drafted in a language other than the official languages of the Competition (Italian and English), shall also be excluded. In the event of discrepancies or need for clarification, the Italian language version shall prevail.
Competitors who have disclosed, published or caused to be published their proposals (or any part thereof) before the results of the Competition are made known shall also be excluded.
Participation will take place through registration on the dedicated Platform, managed at https://romaregeneration.tuttogare.it/ and supervised by Deloitte & Touche.
The official languages of the competition are Italian and English. Participants may freely choose which to use.
The competition is structured in two distinct phases:
Phase 1 "Open Call": an open phase in which prospective participants form a multidisciplinary team and submit a package of curricular documentation and a brief idea synopsis ("Envelope A"). The evaluation commission will select the best 6 multidisciplinary teams to advance to Phase 2.
Phase 2 "Competition": the final phase, reserved for the 6 teams selected in Phase 1. Teams develop a full Proposal ("Envelope B") which competes in the final ranking.
Step 1 — Registration on the online portal: All parties interested in participating must access the online portal. Registration involves creating an account and entering a certified email address (PEC) for activation. Once registered and authenticated, participants must accept privacy and data processing terms, and must sign the confidentiality clauses on the platform. (Complete Annex D — Non-Disclosure Agreement)
Step 2 — Formation of the project team and appointment of a lead (capofila): A capofila must be appointed as the primary contact, responsible for liaising with the Foundation and managing documentation submission.
Step 3 — Submission of requests for clarification: Participants may submit clarification requests through the dedicated platform section. All questions and answers will be published anonymously, accessible to all teams.
Step 4 — Upload of Envelope A — "Open Call" Phase: The content of Envelope A must be complete with all required documentation. The score is assigned based on completeness and relevance.
Step 5 — Integration of new team members (optional): After admission to Phase 2 and prior to uploading Envelope B, the team may be expanded with new professionals covering disciplines not yet represented. New members may include persons from teams that did not pass Phase 1.
Step 6 — Upload of Envelope B — "Competition" Phase: The content of Envelope B must be complete with all required documentation. The score is assigned based on completeness and relevance.
There will be two evaluation commissions — one for Phase 1 and one for Phase 2 — appointed and announced via the platform by the Foundation's Board of Directors after the expiry of each phase deadline.
The commissions will be composed of individuals with expertise in the disciplines relevant to this Call. The Commission President will be the oldest member among those appointed by the Board of Directors, unless a Board member participates as Commissioner, in which case that member serves as President. A non-voting secretary appointed by the Board will also participate.
Upon assuming their role, each Commissioner must provide a self-declaration confirming the absence of any conflict of interest as defined in Article 4 of this Call or under Article 51 of the Code of Civil Procedure.
The Foundation's Board of Directors will proceed with the final approval of the rankings and selections proposed, taking into account the commissions' results.
The Foundation's Board of Directors also reserves the unchallengeable right not to declare one or more winners and not to award prizes, should the proposals not correspond to the characteristics indicated in this Call, independently of the evaluation commission's outcome.

To participate, all interested parties must form a Multidisciplinary Team. There is no minimum or maximum limit on team size, but the composition, experience, completeness and coherence of the working group will be weighted in the final evaluation.

Envelope A must be submitted as a digital package of A4 format files. From the closing date, the commission has 20 calendar days to accept or reject each team's application.

a. Composition and variety of the multidisciplinary mix — Maximum 20 points The variety and complementarity of competencies within the team. Required: the Competency Matrix (Annex A2).
b. Level of experience — Maximum 16 points Previous professional experience of each individual team member, with attention to relevance in similar projects. Required: detailed CVs highlighting project references, publications, awards and conference participation.
c. Diversity and Inclusion — Maximum 24 points Diversity and balance in terms of gender and age groups. Gender variety: balanced presence of different genders. Age variety: incentivises both professionals under 35 (innovation and new perspectives) and over 65 (established experience and expertise). Cultural inclusivity: presence of professionals of mixed nationalities.
d. Methodological Approach — Maximum 16 points Quality and clarity of a structured summary in maximum 5 slides, covering: (1) systems approach; (2) interactions between professional roles; (3) operational processes. Must be accompanied by the Idea Synopsis (minimum 5 pages, maximum 10 pages).
e. Credentials — past projects — Maximum 16 points Quality, relevance and completeness of documentation on past projects. Presented through summary boards (max 5 boards per project).
f. Sustainability and social responsibility — Maximum 8 points Ethical, sustainable and responsible approaches in the team's work, including collaboration with non-profit entities.
The primary objective is an organic and cohesive vision of the entire city, with a focus on urban regeneration and improved access to services.
Working perimeter: The entire city, with a mandatory minimum perimeter of the area within the Railway Ring (Anello Ferroviario) plus adjacent strategic areas. The platform provides documentation for 16 railway nodes: planning regulations, existing RFI infrastructure projects, and possible future scenarios under discussion with Roma Capitale.
Integrated and multidisciplinary solutions: Collaboration between disciplines (urban planning, architecture, environmental sustainability, mobility, social inclusion) to offer a synergistic and cohesive solution for urban development.
Improvement of urban accessibility: Sustainable mobility (public transport, cycle paths, pedestrian routes); equitable access to healthcare, education, public spaces and green areas; inclusion of vulnerable groups.
Teams admitted to the final phase submit Envelope B — maximum 50 A4 pages and maximum 20 graphic boards at maximum A1 format. Additional videos, renders, slides and explanatory clips may be submitted as supplementary material. Following submission, each team appears before the commission for a "competitive interview".
Envelope B must contain the idea developed across five sections:

The Foundation's Board of Directors may request finalist projects to make adjustments and/or improvements. Completion of modifications is a condition for payment of final prizes.
Following the conclusion of the Ideas Competition, the Foundation will pursue subsequent phases which may include further new competitions, consistent with the preceding ones, potentially focusing on specific areas of the city and/or specific themes.
The results of the Competition will be officially presented to the public during the 2nd Roma REgeneration Forum in the presence of the Authorities and the press, and subsequently the finalist projects will be published.
The finalist projects will also be illustrated at the same event through brief videos produced by the finalists according to instructions from the Foundation.

All amounts are all-inclusive, covering taxes, social security contributions, general expenses and any other accessory costs. No additional costs will be reimbursed. Prizes are paid exclusively to the designated capofila.
Special Mention "Mobility, Transport and Urban Regeneration" (non-monetary) — awarded by FS Sistemi Urbani for proposals offering innovative solutions for improving urban mobility by envisioning the reuse of railway infrastructure and territories connected to the railway ring and adjacent decommissioned areas.
Special Mention "The Tiber as a Driver for a New Rome" (non-monetary) — awarded by Acea for proposals that enhance the course of the Tiber to bring new vitality to the Capital: improving transport through a public river navigation system; serving as a new centre for renewable energy; creating new community spaces through Lungotevere redevelopment; reducing emissions; improving quality of urban life.
Questions may be submitted via the online platform Q&A section. Questions received at least 10 days before each phase deadline will receive an official response from the Foundation, published anonymously and accessible to all teams.
Data collected will be processed in accordance with the GDPR for purposes relating to this Competition. Data may be communicated to other parties only for purposes strictly connected to this Competition. Data is processed in compliance with the GDPR and the privacy notice available on the platform, pursuant to Articles 13 and 14 of the GDPR.
Registration for the ideas competition does not confer any entitlement to compensation or expense reimbursement.
This Call does not constitute a contractual offer and in no way binds the Foundation, which, at its sole and unchallengeable discretion, reserves the right to interrupt, suspend or revoke the procedure at any time, without participants being able to claim any right or entitlement.
The Foundation's Board of Directors also reserves the unchallengeable right not to declare one or more winners and not to award prizes, should the proposals not correspond to the characteristics indicated in this Call, independently of the commission's outcome.
Participation implies unreserved acceptance of all rules contained in this Call and each participant's waiver of the right to raise challenges of any kind regarding the commissions' assessments and competition outcomes, as well as waiver of any economic claims against the Foundation, including in cases of interruption, suspension or revocation, or non-award of prizes.
Upon participation, participants must declare that they recognise and accept that the publication of this Call and the subsequent examination and evaluation of proposals does not constitute a commitment or obligation on the part of the Foundation to conclude the Competition procedure and/or to award the prizes at stake.
It is absolutely forbidden for all competitors to disclose, publish or cause to be published the Proposals (or any part thereof) before the results of the Competition are made known. Violation will result in exclusion of the Proposal.
